The Port of Aveiro, together with its partners engaged in the low carbon towards net zero journey, and in association with the European Commission, are delighted to invite you to a webinar on decarbonising small and medium ports, to discuss best practices and assess challenges towards effective implementation.

This webinar will bring together communities from waterborne transport and alternative energy to exchange best practices, identify opportunities to learn by doing, particularly with regards to transferable solutions across SMPs. Existing gaps will be identified, and barriers to implement innovations with great potential to low carbon economy will be challenged, meeting the European Green Deal goals and beyond.

The EU Agenda-Green Deal challenges

The European Green Deal has set a new growth strategy for European Union to achieve in 2050 net zero emissions of GHG (greenhouse gases) and an economic growth decoupled from intensive use of resources. Ports can play a pivotal role in the world’s decarbonisation challenges and most of the European ports fit within the concept of small and medium sized ports (SMPs), representing a big share of the waterborne supply chain. A clear strategy should be established to support them in gradually becoming Green Ports and Green Hubs while implementing local based solutions.
The current reality, impacted by COVID-19, suggests a change in the role SMPs will have in the areas they serve, indicating an increased interest in port cities and regional tourism.
Additionally, this community of ports is facing more challenges than the large sea ports, considering the technological and financial constraints, which are illustrated in a higher GHG emission factors per ton of cargo handled and/or passengers. However, SMPs tend to be more flexible, faster and easier to validate innovative solutions, making them more attractive towards investment of green technologies.

Prof. Margarida Coelho is Assistant Professor with Habilitation of the Department of Mechanical Engineering of the University of Aveiro, Portugal, and Vice-Diretor of the Centre for Mechanical Technology and Automation of the same institution.
Margarida Coelho finished her PhD at Instituto Superior Técnico (IST) - Technical University of Lisbon in 2005, within a partnership between IST and the Institute for Transportation Research and Education, of North Carolina State University, USA.
She is the Scientific Coordinator of the research team on Smart mobility at the Department of Mechanical Engineering. She completed her Habilitation on Mechanical Engineering in September 2020. Her research interests are: impacts of transportation systems (namely, traffic congestion, energy consumption, pollutant emissions and road safety), smart mobility, life cycle assessment and active mobility.
Margarida Coelho has more than 80 scientific papers published in international journals (such as the Science for Total Environment, Sustainable Cities and Society, Transportation Research Part D: Transport and Environment, International Journal on Sustainable Transportation, Accident Analysis and Prevention, Applied Energy, International Journal of Hydrogen Energy, Atmospheric Environment, Transportation Research Record, etc), besides more than 130 papers in book chapters and proceedings of scientific conferences.
Margarida Coelho has had extensive participation in transport related projects. She is the PI of R&D Projects funded by the Portuguese Science and Technology Foundation (FCT) and the Luso-American Foundation / United States National Science Foundation (which involved partnerships with the Institute for Transportation Research and Education of North Carolina State University, the Old Dominion University and the National Renewable Energy Laboratory). She is also a participating member in several projects funded by FCT, SUDOE and INTERREG Europe Programmes. She already supervised 5 PhD students and more than 50 Master students.
She is a Expert on Energy and Transportation recognized by the Portuguese Association of Engineering. She is the Chairwoman of EWGT2021 - EURO Working Group on Transportation Annual Meeting.

Maria Manuel Cruz has a degree in Environmental Engineering, by the University of Aveiro, and also a Post-Graduation in Safety and Health Management at Workplace.
She has been working for Port of Aveiro Authority (APA S.A.) for about 29 years, as responsible for the Sustainability and the Environmental Management of Port of Aveiro and Port of Figueira da Foz, concerning waste, water quality, wastewater, air quality and noise management, as well as environmental monitoring (aquatic and seawater quality, dredging sediments quality, benthos among others) of port infrastructure works.
As a representative of APA, she participates in research and development projects and partnerships related to the port and the surrounding environment (Ria de Aveiro), in particular with the University of Aveiro, being an example the Horizont2020 projects such as EMERGE (ship emissions), ECLIPSE (climate changes) and CLAIRCITY (urban air quality) or the Interreg Projects such as SPRES: Oil Spill Prevention and Response (spills into water) and Atlantic Blue Ports (ballast water).
In parallel, she has been teaching in Higher Institute of Information Sciences and Administration (ISCIA) the Port Environment Management and the Safety and Environment in Transport and Logistics subjects, is also a reviewer of scientific papers and has carried out several consultancy actions, participated in work teams that developed environmental impact studies and municipal master plans.

Isabel Moura Ramos has a degree in Economics, a postgraduate degree in Marketing Management, a postgraduate degree in Information Management (2007), from the University of Aveiro. She attended the Doctoral Program in Strategy and Marketing at the University of Aveiro, U.Minho and U.Beira Interior.
Since 2001, Isabel Moura Ramos has developed her activity in the Portuguese port and maritime sector, performing advisory and coordination functions as Senior Manager in the Business Development Unit at Aveiro Port Authority (2000-2014) and in Figueira da Foz Port Authority (2009-2013).
In 2014, she took on the role of Senior Manager in the Direction of Port Terminals and Logistics at Lisbon Port Authority and in 2015 she was elected Executive Director of Shortsea Portugal – Portuguese Association for the Promotion of Short Sea Shipping.
In 2017 she joined the Cabinet of the Minister of the Sea, as Senior Advisor for the port and maritime sector of Minister Ana Paula Vitorino.
In April 2019 she was nominated to join the Executive Board of Aveiro Port Authority and Figueira da Foz Port Authority, where she is working until today.

Dr. Paolo Pagano received his M.S. degree in Physics in 1999 from Trieste University (I). In 2003 he received his Ph.D. degree in High Energy Physics from Trieste University having worked for the COMPASS collaboration at CERN (Geneva, CH). In 2004 he was affiliated at the Institute of Particle Physics – HISKP – at Bonn University (D). In 2006 he received a Master in IT from Scuola Superiore Sant’Anna in Pisa (I). In the same year he joined the Institute of Communication, Information and Perception Technologies of the Scuola (http://www.santannapisa.it). From 2009 he is with the National Inter-University Consortium for Telecommunications (CNIT, http://www.cnit.it). Paul Haering (male) joined the Steinbeis-Europa-Zentrum in 2019 as a project manager. He works in the fields of energy management, IP rights management and hydrogen as alternative fuel for transport. He oversees the communication and exploitation activities of energy-related projects and helps SMEs develop exploitation routes for their innovations and find suitable funding opportunities. Mr Haering holds an M.Sc. in renewable energy and energy efficiency from the University of Kassel, Germany. Hugo is principal researcher and senior consultant at INOVA+, and invited lecturer at University of Aveiro, who has been directly involved in more than 40 R&D projects (public and private funding/contracts), national and international, from idealization to real implementation, from fundamental R&D to applied research projects and engineering services. Overall, he participated in 40+ projects worth ~4.8M€ (own budget) granting 18 research assistants/contracted investigators, delivering 5 new companies/industrial facilities with 30+ new jobs associated, publishing 11 papers in peer-reviewed scientific journals (h-index=8) and 42 communications in international conferences, 2 books/chapters, 100+ technical documents/reports and co-supervising 6 MSc thesis, 1 PhD thesis and evaluating 7 MSc thesis. He was awarded with distinction for his PhD degree in 2013 at the University of Porto from which he received his MSc in 2005 and his Degree in 2003. Maria Tzankova is Executive Director of the Association of Danube River Municipalities since 2014. She holds a PhD in Political Science from University of Limerick.
At her current position, Maria Tzankova manages partnerships with various stakeholders at local, regional, national and European level in areas of policy research, strategic planning, design and implementation of projects with regional scope; engages in development and implementation of policy and governance models in key sectors. She has extensive experience as project manager.

He is vice-dean for research and international cooperation and he has received a PhD degree in Transport Engineering with the thesis ITS Architecture and he is managing the Master Programme in ITS. Mr. Nemtanu coordinated Romanian national research project to implement Intelligent Transport Systems architecture NARITS and was external consultant for the European Project FRAME (European Intelligent Transport Systems (ITS) Framework Architecture). He was project manager of ITS Romania in EasyWay I and II (deputy chairman of ICT Expert and Studies Group), EIP, EIP+, consultant of Romania National Road Administration, representative of Romania in the Steering Committee of HeERO and member of Steering Committee of Ithaca/EasyWay. Professor Nemtanu coordinated between 2019-2020 the national project to update Romanian General Transport Master Plan (for all transport modes) and the training program to apply the Master Plan and to use the transport model in planning and strategies. He is involving in ITS and transport systems at European and national levels (research and consultancy projects) and has more than 20 years of experiences in telematics and electronics for transport, transport systems, smart mobility, elaboration of transport strategies and mobility plans for urban and interurban transport networks. Professor Nemtanu was the senior consultant of Ernst&Young in elaboration the National strategy of ITS in Romania and he is the coordinator of a new strategy on ITS led by National Road Administration CNAIR. He is senior member of IEEE (ITS and Vehicular Technologies), member of Euroscience and member of Faculty of Transports Council.

She is Assistant Professor (scientific sector ICAR/05) at the Faculty of Engineering and Architecture, Kore University of Enna, Italy. She teaches several Transport courses for Aerospace and also Civil and Environmental Engineering.
She has published more than 50 articles in journals and conferences. The main topic of her publications are road safety, measures of transport pollutant emission, transport demand and supply urban master plan, urban transport systems, sustainable mobility, democratic panning, micro simulation application and multicriteria analysis. She is a member of different Editorial Board (such as Journal of Advanced Transportation- Hindawi,Proceedings — Journal MDPI; Electronic Journal of the Faculty of Civil Engineering Osijek e-gfos; etc..) and she is a reviewer for several international journal and conferences. Coordinator Department of Climate Change & Circular Economy

Delia is a world-renowned expert on mitigating climate change being involved in several initiatives related to decarbonising cities and mobility. Recently she has joined GEOSTUD and is coordinating the new Department on Climate Change and Circular Economy. Delia is also professionally engaged with Manchester Metropolitan University and Connected Places Catapult, UK.
At present, she is immersed in developing strategies and shaping programmes and projects at local, regional and European level, and is focusing on low carbon and circular economy.
Addressing aspects of policy, research and practice, Delia is seeking for joint innovative solutions to be scaled up and taste market responsiveness. Delia was part of a team that won the 2007 Nobel Peace Prize for its work on climate change and is a member of the IPCC Fifth Assessment Report.

Senior Policy Advisor Sustainable Development, Cruise and Ferry Network, EcoPorts Coordinator

Valter Selén joined ESPO as senior policy advisor for sustainable development in June 2020, having previously worked with drafting the first annual EU MRV Report during his time in the European Commission (DG CLIMA). Valter dedicates his career to EU climate policy and sustainable development, focusing his attention on the maritime sector.
Valter holds a double-degree Master in European Governance from the University of Utrecht, The Netherlands and Konstanz University, Germany. Valter wrote his thesis on how European business associations gain access to EU institutions in order to influence climate policy negotiations.

Since July 2006 Secretary General of the Baltic Ports Organization. The founder and co – owner of Actia Forum Ltd established in 2000. In years 2003 – 1996 he worked as at various positions in the Port of Gdańsk Authority Co. At the same time he was a chairman of the Environment Committee of the Baltic Ports Organization. Involved in work of several international transport related organizations: e.g. European Sea Ports Organization, International Maritime Organization. Organizer, chairman and speakers at many international conferences.
Graduated in 1993 from University of Gdansk, Faculty of Physical Oceanography. He also graduated from Law and Management post-graduate studies at Gdańsk University of Technology. He participated in professional training’s on management, transport, environment, international relation affairs. His hobbies are sports (tennis, football, skiing), jazz, contemporary art.

Directorate-General for Maritime Affairs and Fisheries

Andreea Strachinescu, Head of Unit Maritime Innovation, Marine Knowledge and Investment in the Directorate General for Maritime Affairs and Fisheries, is responsible for promoting innovative and emerging technologies and solutions, and ensuring broad dissemination of marine knowledge and research. The Unit fosters innovation and provides policy input to Horizon Europe, to smart specialisation strategies and it aims to create a better understanding of the ocean resources and advocate their sustainable use. It is also in the lead for providing policy input to the investments strategies for the blue economy.
Prior to this position, Ms. Strachinescu was Head of Unit responsible for New Energy Technologies and Innovation in the Directorate General for Energy, European Commission, in charge with the development of policy and actions on non-nuclear energy research and innovation.

The Conference of Peripheral Maritime Regions (CPMR)

Lucas Bosser is Director in charge of Transport at the Conference of Peripheral Maritime Regions (CPMR) an association that brings together more than 150 Regions from 24 States from the European Union and beyond.
After graduating in political philosophy and European studies, he started to work at the CPMR as a policy analyst in maritime affairs. He managed the Intergroup Seas, Rivers, Islands and Coastal Areas of the European Parliamant (SEARICA) until 2019. As Director for Transport, he dedicates his efforts to reducing the distance between the economic and political centre of our continent and its peripheries, thus enhancing accessibility for those Regions that have geographical handicaps hindering their potential.

Laura Hetel is a policy officer for future urban systems in the Directorate-General for Research & Innovation of the European Commission. She is working on the setup and implementation of actions on urban sustainability under Horizon Europe, including the EU mission on climate-neutral and smart cities. She also deals with the socio-economic impact of technologies and steers the international cooperation activities with cities, including in the Euro-Mediterranean context.

Jorgen Bjerre

Jorgen Bjerre

Deputy Head of Unit “Port & Inland Navigation”

Jorgen Bjerre is Deputy Head of Unit for Ports and Inland Navigation in the European Commission’s Directorate-General for Mobility and Transport. Prior to joining the European Commission, he was a special adviser in the Danish Ministry of Finance. Jorgen Bjerre holds a Master’s Degree in economics from the University of Copenhagen and is a graduate of the École Nationale d’Administration in France.
